Acharya concerned at plight of Arunachalees
ITANAGAR, Jan 30: The Governor of Arunachal Pradesh PB Acharya has expressed his concern at the plights of the students, their parents and job seekers from the state in other parts of the country, particularly those working in metros.
Many people go out of the State for education, job, health and entrepreneur related works and face problems due to communication gap and other reasons.
To address and share their challenges, the Governor has invited the affected individuals and families to meet him at Raj Bhavan, Itanagar.

The Governor advised the students to participate in games and sport activities along with their study. The Governor, who is one of the ambassadors of Swatch Bharat Abhiyan emphasized on clean environment and toilet facility in every school.
He also visited the District Jail, Jullang, which coincided with Martyrs' Day. Giving a patient hearing to the problem and challenges of the inmates, the Governor advised them to reform themselves into better persons. He said that jail is place for reforms. They should use the time of repentance to inculcate new skills so that once out of the jail, they can earn respectable living.
The Governor directed the jail authority to provide basic necessary items, including games & sports items. He also directed them to provide free legal aids.

A village without electricity for 9 years
ITANAGAR, Jan 30: The 14th Kimi village under Jamiri circle of West Kameng district has been without electricity for the last nine years allegedly due to apathetic attitude of the authorities concerned.
Electricity connection in the village got disrupted during rainy season in 2007 due to damage caused to electricity supply lines. Immediately after that the villagers had approached the authorities of the jurisdictional Electricity Department situated at Bhalukpong but to no avail, rued Dorjee Khandu Jebisow, who is a resident of the affected village, in a letter to West Kameng Deputy Commissioner.
The complainant informed the Deputy Commissioner that the villagers have been running from pillar to post to get the electricity supply restored in the village' but their pleas have not been entertained.
The restoration works has been deliberately delayed on one or other pretext and citing lame excuses including lack of fund by the department, alleged the complainant.
Governor dismayed at Itafort Dispensary condition
ITANAGAR, Jan 30: The Governor of Arunachal PB Acharya has expressed dismay over the condition of Itafort Dispensary. During a visit to the Dispensary on Monday, Governor stated that health of the people must not be taken lightly and conveyed displeasure over condition of facility.
He interacted with the doctors, nurses and patients. He advised them to keep the compound clean.

The infrastructure is in bad shape and has not been able to cater to the growing needs of the citizen. The denizens of Itanagar will be hoping that health department will listen to the concern raised by Governor and take some drastic steps to improve the condition.
Financial support for martyr Dada’s family
ITANAGAR, Jan 30: The Tirap Deputy Commissioner Ravi Jha has handed over the remaining Rs Ten Lakhs out of the Rs Thirty Lakh which was announced by Chief Minister of Arunachal Pradesh to the family of Ashok Chakra recipient late Havildar Hangpan Dada at Khonsa.
The martyr's wife Chasen Lowang Dada received the amount.
The Tirap district administration accorded a warm reception to the family of the Late Dada. Speaking at the occasion, Jha assured admission of Dada's son and daughter in RK Mission, Narottam Nagar and R.K. Sarda Mission, Khonsa respectively in coming academic session. DC informed that the government will financially support the two children till graduation.

Timber seized

ROING, Jan 30: SP SK Sain along with his team from Roing PS on a routine patrolling
along the Assam-
The seized trucks have been brought to Roing PS and a case under section 25 (D) of AFR Act has been registered for further investigation.
According to the police, two more trucks loaded with illegal timber were seized from Dambuk area earlier, and a case registered against the involved.
SP Sain said that illegal timber laundering is a serious offence and anybody found guilty will be taken to task and suitable punishment according to law will be levied.
He also informed that during his patrolling around the district, two motorbikes and an illegal firearm, have also been seized by the police, and necessary investigations are going on.

Bollywood actor John Abraham, who also is the Brand Ambassador of Arunachal Tourism, will be the star attraction of the function.
This will be John's maiden visit to the town.
Arunachal Tourism Awards is an endeavour to give due recognition to the key players, who are the driving force behind the booming tourism industry in the state.
Another attraction of the function will be the launching of TV commercials on Arunachal Tourism featuring John Abraham, which will be telecast in few popular TV channels from January 31 onwards.
Omak Komut Collective and The Royal Flush and Axis Band will perform at the event among others.

Sparsh leprosy awareness campaign launched
ITANAGAR, Jan 30: Along with rest of the country, "Sparsh" leprosy awareness campaign was launched in Arunachal Pradesh.
The programme aims at intensifying leprosy detection through community participation and treatment of the disease at early stages besides eradicating the social stigma associated with it.
The 'Sparsh' leprosy awareness fortnight was launched in West Kameng at General Hospital, Bomdila by Deputy Commissioner Sonal Swaroop.
Highlighting Mahatma Gandhi's sincere efforts to eradicate leprosy from the country, the Deputy Commissioner called upon the health workers to gain strength and motivation from Gandhiji's endeavors in making the district leprosy free.
"Though leprosy is contagious but it is curable, she said, and called for creating awareness at all levels so as to do away with the social stigma associated with the disease.
Earlier, DMO cum District Programme Officer NLEP (National Leprosy Eradication Programme) Dr.TC Khrime explained in details on diagnosis and management of leprosy cases.
As of now, the district has two confirmed cases of leprosy, the DMO informed. Leprosy awareness campaign will be organized in all the schools and villages of the district during the fortnight ending February 13.
At Tirap, the campaign was launched by Deputy Commissioner Ravi Jha at General Hospital, Khonsa in presence of DDSE Pubi Lombi, CDPO N. Matey, Medical Officers, Para Medical workers and students.
While launching the awareness campaign, the DC informed the gathering about leprosy and the facilities provided by the government in all health facilities free of cost He asked the students to create awareness in the society on the disease and help people with leprosy disease without any hesitation.

The DMO also briefed on present status of leprosy cases in the country.
Although the disease has been eliminated at the national level, there are still some districts and blocks which are continuously reporting Leprosy cases with PR (Prevalence Rate >1/10,000 population).
As per the Global study, India contributes 58% of total Leprosy case burden of the world, Dr. Lowang informed.

Leprosy is not caused by the curse or sin or any other means but it is caused by 'mycobacterium leprae', which is totally curable and treatment is given free of cost in all the Govt. health facilities, Dr. Nyodu said.
At Aalo, the campaign was launched at HDS. Aalo by ADC Nyiken Lollen in presence of PRI members, GBs, HDs, inmates and other medical staff.
Lollen called upon PRI members, GBs and public to cooperate in carrying out leprosy awareness campaign in a successful manner in the district.
He distributed comfortable foot wear made of micro cellular rubber and other presentation to the leprosy patients.

AACWA's representation to ARRDA
ITANAGAR, Jan 30: The All Arunachal Contractor's Welfare Association (AACWA) in a representation to Chief Executive Officer, Arunachal Rural Road Development Agency (ARRDA) has called for implementation of single bid system for registered Arunachal Pradesh PWD contractors.
Referring to a recent NIT advertised by various executive engineers of Rural Work Division (RWD) for execution of PMGSY schemes, the AACWA stated that all the local contractors registered under AP PWD had already submitted their requisite qualifications and their bidding capacity. And, without submitting the requisite documents, a firm or person cannot obtain license from the authorities, the AACWA said.
The contractors' association also urged the CEO to issue directives to various EEs of the department to implement the Govt. order to adopt 1% earnest money deposit for APST contractors for any kind of tender/ quotation, which, according to the association, has already been implemented by all other government executing agencies.
It further urged the CEO to strictly follow the CPWD Manual for Sale of Tenders paper and publicity of tenders as per CPWD manual.

HAWAI, Jan 30: A training session on online certification exam for Aadhar enrolment operator/supervisor trainees was conducted by the UIDAI Regional Office Guwahati at DC conference hall here on Monday.
The team from UIDAI Guwahati trained the participants on UIDAI online certification exam among others.
Speaking on the occasion, IEC Manager, UIDAI Guwahati, Mithun Chakrabarty highlighted the significance of online certification exam conducted by UIDAI and informed that only upon successfully clearing the exam, the trainees would be eligible to be employed as the Aadhar enrolment/supervisor by the State Government for biometric enrolment works.

AUS convocation held
NAMSAI, Jan 30: The Arunachal University of Studies (AUS) held its first convocation at its campus located in Namsai.
The university awarded degrees to 41 postgraduates and 9 graduates during the convocation.
The university conferred a doctorate degree to Deputy Chief Minister Chowna Mein.
Mein was awarded in recognition of his "tremendous contribution" in the field of Buddhism and development of Arunachal Pradesh.
The other honorary awardees are Chairman, Executive Council, Bar Council of India, Apurba Sharma in the field of Establishing Quality Legal Education Centres in NE States in India and Member Secretary, Rehabilitation Council of India, S K Srivastava in the field of Rehabilitation of Divyang People in India.

Chai to make efforts to revive veterinary dept
ITANAGAR, Jan 30: Minister for Animal Husbandry, Veterinary and Dairy Development and Art and Culture Dr. Mohesh Chai said that he will make efforts to revive the Veterinary Department through innovative schemes and projects.
Dr. Chai, who along with the Deputy Director of Regional Exotic Pig Breeding Farm, the DVO of Lohit and public leaders visited all the veterinary institutions of Tezu on January 29, said.
He was surprised to see the dilapidated infrastructural facilities of the department, according to a release from the DVO.

Implement transfer and posting policy: ACS
ITANAGAR, Jan 30: The Arunachal Civil Society (ACS) has sought implementation of transfer and posting policy framed by the state government for Arunachal Bhawans across the country claiming that staff of Arunachal Bhawans have not been transferred for many years.
'..Some of them are on the verge of retirement but never faced rotation transfer. Many have stayed for more than 20 years,' it said in a release.
Training on water management in citrus
ITANAGAR, Jan 30: A training prorgamme on water management in citrus was conducted for farmers at the College of Horticulture and Forestry, Central Agricultural University, Pasighat, Arunachal Pradesh on Monday.
The farmers were informed of the latest technologies on water management in citrus orchards and remedies for the problems they frequently face. They were also exposed to the technologies developed and these were demonstrated at the college farm.
Forty farmers from Mirem, Bilat, Ruksin and Rayang villages of East Siang district attended the training, which was organized by the Agricultural Engineering Section of the Department of NRM and inaugurated by Dean Dr. AK Pandey.
KVK Tirap holds SAC meeting
ITANAGAR, Jan 30: The 9th Scientific Advisory Committee (SAC) meeting of KVK, Tirap was held on Monday.
B Puroik, ADC Deomali reiterated the role of KVK in technology testing, technology transfer and developing scientific temperament amongst the farmers. He also requested the farmers to take technical guidance and put forward their suggestion to KVK for need based intervention.

ITANAGAR, Jan 30: One Sorang Yapo, who was working as peon in office of Deputy Commissioner, Kra Daadi died on Saturday in NEIGRIMS, Shillong after prolonged illness. She is survived by her husband Sorang Tagung and four children.
The staff of DC office Kra Daadi observed two minutes of silence in memory of the departed soul.

Use best available technologies
In the last 10 days several soldiers have lost their life due to avalanche in Jammu and Kashmir. Five soldiers who were successfully rescued in Machhil sector of north Kashmir's frontier district of Kupwara on Saturday succumbed to their grievous injuries on Monday at Army Hospital in Srinagar. The total death toll has risen to 25. Kashmir has been witnessing one of the most severe winters in recent decades, with heavy snow across the territory and temperatures dropping to minus 7C.
Avalanche has been reported from various parts of state. There has been even civilian death and in several instances large scale evacuation had to be done. It's a tragedy that so many soldiers are losing life due to natural calamities. The concern authorities do not seem to be learning any lesson from the repeated avalanche incidents. Last year in the month of February 10 soldiers were buried alive in Siachen. One soldier was found alive but he died later in hospital. Avalanche is emerging as big threat to army personnel posted in states like J&K, Himachal and Uttarakhand. Government should use the best available technologies to save the lives of armed forces. The advance warning of avalanche will immensely help to save the lives of soldiers as well as civilians. Also the government needs to provide better equipment's to fight natural calamities like avalanche.

A bold step
Dear Editor,
This is in response to the Govt’s decision to amend recruitment rules. I sure, it has brought enthusiasm to every honest and hardworking aspirants. Hard work goes in vain because of discrepancies in departmental recruitment process.
I am glad to know that entire process of appointment of grade B and below state govt employees would also be done through the commission.
The bold step taken by Chief Minister and Chairman of APPSC is encouraging. Now the hard working aspirants need not worry about discrepancies.
I offer a big thanks to our CM for saying that there would be no room for any malpractice.
I hope for complete amendment of the recruitment rules.

Some suggestions to APPSC
Dear Editor,
The recent decision of the government to amend rules on recruitment and preparation of exam calendar is indeed a path breaking decision and has brought smile to the aspiring candidates or unemployed youth of the state.
I wholehearted applaud CM Pema Khandu and newly nominated Chairman of APPSC Tajom Taloh for this decision.
However, I have few points to add.
I would be happy if APPSC can take the decision to provide the answer key and cut-
Not only this, it also will add credibility to the APPSC for their transparency. If possible the previous cut off marks for all kind of examination should be made available online which will help the fresh aspirants to prepare accordingly. Even in UPSC, the mark sheets are made available online for all the candidates.
In other NE states like Manipur Public Service Commission, Tripura Public Service Commission this system is being practiced. Arunachal should not be lagging behind but has to come in the frontline.
In addition to this point, I also would like to suggest the commission to introduce online system for filling up form for various examinations which will ease the process of scrutiny.
I believe with the appointment of new Chairman APPSC will reach its height of transparency and will function efficiently.

This is reading govt’s decision to amend the recruitment rules. It is much needful step taken by the Govt. of the day.
CM’s intervention to curb the culture of backdoor appointment by directing the appointment
of Group-
Unlike his predecessors under whose noses the culture of backdoor appointment were always at all time high; our youngest CM’s bold and straight forward decision indicate his firm and clear stance on transparent and corrupt free Govt. When such a needful decision is materialized and effective in letter and spirit than the modus operandi hitherto adopted by our jumbo jet size political bosses to absorb their kit and kin by illegal method of one time relaxation of RR and through Departmental recruitment process will be thing of past.
I therefore urge upon APPSC Officials for early recruitment of 45 PHE JEs whose files for recruitment were on move since 2009.

Laudable move
Dear Editor,
The state government's decision to entrust the recruitment of group B posts and below to the APPSC is very heartening and laudable. The CM and his team deserves a big round of applause for such historic decision.
This decision would go a long way in bringing about transparency in the recruitment process and help in improving the competence and quality of employees in the various departments of the state. Also, it will be crucial in putting a check on the prevalent corruption, nepotism and cheating practices in the exams for such posts.
So, I would like to express my heartfelt thanks to the present dispensation for this historic decision and appeal for its implementation at the earliest thereby paving way for an end to political interference and influence in the departmentally conducted recruitment exams.
